Senator Pileggi's Legislation to Modernize Real Estate
Appraiser Certification
Passes Senate
Senate Majority Leader Dominic Pileggi's (R-9) legislation to modernize the
real estate appraiser certification process in Pennsylvania was approved
unanimously today by the Senate. Senate Bill 721 now moves to the state House
for consideration.
"Real estate appraisals are a fundamental function in our society," said Sen.
Pileggi. "We must have an appraisal system that operates efficiently and
honestly. This bill updates our state law to better fit with federal law and
increases penalties for violations."
Senate Bill 721 would make it illegal for a real estate appraiser or
appraiser trainee to operate without a current and valid certificate or license
from the State Board of Certified Real Estate Appraisers. Senate Bill 721 would
also:
- Create an "appraiser trainee" license, which would be available to
people who meet requirements established by the Appraisal Foundation, a
national organization. Trainees would be required to operate under the
direct supervision of a certified appraiser.
- Require the board to set educational standards for trainees. Supervisory
appraisers would be required to be in good standing with five years of
experience and could not supervise more than three appraiser trainees.
- Require records for all appraisers and trainees to be accessible on the
board's web site.
- Increase the penalty for violating the law from $1,000 to $10,000.
